Common lottery scam.
If you didn’t buy a ticket, you didn’t win a lottery. By the way, there is absolutely no legitimate "international" lottery – such a thing is illegal in most (if not all) countries.
Also keep in mind you NEVER have to pay taxes or any charges IN ADVANCE if you win a legitimate lottery.
